Sleddog - I don't know but the committee working on this has to have at least 1 or more people so versed in Chinese lanquage & culture skills.     I seem to recall that in the early 2000's, Silverado had contacts with the Chinese - not sure if someone went over to China.    Remember Dr. Warrack Willson, from the DOE, came on board as V.P. in 2000.   Wonder how long this process has been going on, because it seems quite likely that if & when the Chinese sign agreements, they would go straight to a Commercial Plant.   They don't mess around -  their needs are too great.
