Cooky is absolutely right. Governments, both federal & state, have thrown a monkey wrench into the whole process. We would have been much further ahead with some sort of private consortium rather than depend upon the agonizing slow political process. Political talk is cheap! Oil interests still rule the roost - by contrast take a look at how fast China has acted with their energy problems. Too bad they couldn't use Silverado's clean technology to improve their CTLF.
