Based on what Hayes Dent shared w/ me on the phone 3-4 months ago, this was an issue of funding, including government grants. He was originally hired to help w/ this, but when they decided to 'skip' the demonstration facility and 'go directly to commercial scale production', the financing requirement went from $80Mil to around $450Mil for the facility they described.
Keep in mind they did not have any govt. money for the demonstration facility as it stood, so they are going to need to find some sort of favorable private investors to get this moving.
