On coal, Obama would increase subsidies for the commercialization and development of clean coal. He has said that we need to switch to low-emissions clean coal technology, and that he would "consider whatever policy tools are necessary, including a ban on traditional coal plants" to do so. However, he has not firmly committed to such a ban. Obama has previously supported subsidizing the development of coal-to-liquid fuel, but he now says he would not support the fuel if it did not generate 20% less emisisons than traditional fuels.
