Your right, a meeting should happen, but it would have to have some positive media attention to bring more awareness to it and generate more interest in it so if the government doesn't take an interest in helping get this program up off the ground, then it may draw some private funding or investors to help out. Usually, funding with federal money is expensive and comes with a lot of stipulations and controls attached. The only exception I can think of that wouldn't have stipulations and controls would be tax payer money given to Insurance companies or banks.
