It would make sense to me if the funding for ctl was made available before we get to that point. That is part of the problem, governments know there is going to be a problem but wait, until ithere is a problem and there is no money to fix it, to decide they need to fix it. Of course, during that time the price to fix it will have skyrocketed. And does the government delay fixing problems? Well, look at that mortgage/banking fiasco.

Trust me, I lived through the Boston "Big Dig." Still paying for it. Maybe I'm over simplifying.

But that's just my opinion.
