I know what that is like when dealing with government. The right hand doesn't know what the left is doing and I don't think they really care to know because they each consider themselves to be the most important. Some of my boards here just do what they want without conferring with the others. That is, until there is a big mess and they all yell at each other and point fingers. And that's just small town government.
