As mentioned by another, there are a LOT of exploration companies that have yet to mine an ounce or kilo who have a well deseved significant market cap and share price. We do not have a well deserved market cap due to (highly) arguable causes. (We all know the reasons.)
Nonetheless, apparantly you did not study the table very well. It is in fact based on a production mining scenario, even one that presumes replaced probable reserves in the future, as this is the only real way to earn a P/E, since a P/E by definition is a forward looking attribute of a company's future earnings.
