Here is the explanation from the DNR regarding the problem they are experiencing

"Due to the storm in southcentral Alaska on Sept. 5, 2012, the DNR Atwood building lost power. As a result of this outage, DNR suffered hardware failures with it's database system. Until hardware arrives in-state, many DNR applications relying on our database system will be unavailable."
