Not sure but I think down here they call it pork. A bill is put in for, oh say, "fixing some bridges " and then tacked on to the end of it (kind of a sub bill if you will) "and take control of all the farm land in the state. " Not usually so bold but you get the picture. So you vote to fix the bridges and wha lah you have voted to take land. Lobbying, you scratch my back and I'll scratch yours.
