The Israel Defence Force's (IDF's) general staff decided on 19 December 2010 to deploy a tank unit equipped with the Rafael Advanced Defense Systems 'Me'il Ruah' (Windbreaker) active protection system along the Gaza border. This was in response to increased numbers of improved anti-tank guided missiles ATGMs) reported in Gaza, and the first known instance of Hamas using the Russian Kornet (AT-14 'Spriggan') laser-guided anti-tank missile system
