thats my suspicion as well, its the only thing that  really makes sense, i wonder if it is legal to do that on purpose, if not there could be lawsuits if it was proven in a court of law that someone was keeping the price down for a cheap buyout, I'm not a lawyer so this is just speculation on my part.
