Could be the penalty for having done this same "dance" just one year ago. They might extract a little "wait" time just to ensure that all the players are taking their regulatory stances seriously.
It does seem that SNO has jumped through all the current hoops but then we here in the hinterland are only privy to just a small part of all the information.
