John, level 2 is a view of the existing limit orders on a stock rather than just the inside bid & ask (level 1). I like to look at this when I am about to buy or sell a stock, so I can place my order at a price which improves my chances for a fill (e.g., if there is a large order at a certain price, I'll price my order closer to the bid or ask).
