NOTICE OF COMMENCEMENT

of an Environmental Assessment

Route 167 North, Direction Otish Mountains

Albanel, Lac (QC)

May 25, 2010 (Update) -- Transport Canada and Fisheries and Oceans Canada are required to ensure that a comprehensive study is conducted commencing on April 20, 2010 in relation to the development proposal: Route 167 North, Direction Otish Mountains.

The Quebec Department of Transportation is proposing to extend Route 167 North, direction Otish Mountains, approximately 250 km to the northeast of Albanel Lake. The project scope includes the entire project as submitted by the proponent.

Under section 5 of the Canadian Environmental Assessment Act, an environmental assessment is required in relation to this project because Transport Canada may issue an approval under section 5 of the Navigable Waters Protection Act and Fisheries and Oceans Canada may issue a permit or license under subsection 35(2) of the Fisheries Act.

This project is also being assessed by the Government of Québec and in accordance with the James Bay and Northern Quebec Agreement Regime.

The Canadian Environmental Assessment Agency will act as the Federal Environmental Assessment Coordinator for this environmental assessment
