As per the posting by Casey:

Warrants due from Jan. 7 to March 8: 15 295 876

Shares traded from Jan. 18 to Feb. 27: 8 318 457 (sorry the price history I found does not go back to Jan. 7)

Thus, warrants might explain part of why the price has not been moving up and part of why it might move up soon.
