You are a soul-brother of mine and as such, you are over-literal in the way you understand the phrase, "has no control".

What I mean by that, and I am sure Webb too would say the same, is that after Webb and company have done all they could possibly do to advance the PA to completion, they have no control over what then happens to the process that is controlled by the engineers and their mothers.

But, you knew that. Right?
