Do you think they will hatch a new bailout plan in the US and, if so, what form might it take? Does the President have executive powers to act without Congress? I've heard JL on FSN talk about a raft of emergence powers the President has in times of national emergency. Could any of these be invoked, or threatened, in the current circumstances?

I heard a couple of commentators on the BBC mooting a possible British government bailout of, what remains, of the UK banking sector. They discussed the Government buying prefered stock from the banks to, perhaps with warrants attached, provided them with new capital. Could this be a better model than an RTC?
