I intuit that the reason for not broadcasting an incremental approach to the Pre-Feas is twofold:
First, perhaps some frustration by Dr. Webb that when he forecasts how long things should take, he is invariably inundated with inquiries from active shareholders when the time comes, asking WHERE IS IT - You promised!
Second, in this environment any Big news is wasted. If they announce that they are proceeding with Pre Feas, and committing to spend money on that...the market will iether respond negatively (spending money, oh my god!) or neutral at best.
However, if they continue with environmental baselines, modelling, costing, and approval processes towards the mine, and make a big announcement at a future juncture when market conditions are more favorable, they will get better bang for the buck.
Imagine a press release in mid Feb, 2009 saying "Tyhee is pleased to announce that the pre-feasability study has been contracted out to XYZ consultants. Due to advanced work on A, B, and C, we anticipate that this pre-feasability study will be completed by August, 2009. In addition, Tyhee has received a water use permit from GNWT for the use of Winter Lake as a tailings storage facitliy. With this permit, Tyhee is now in a position to begin construction of mine infrastructure and ore stock-piling as soon as March, 2010. In addition, Tyhee is in negotiations with X$ with a view to securing a loan of 150, million dollars over the next 3 years, to bring a mine into operation at the YGP..."
That is the prize, and our share price can not recover until the shock and awe of the restructuring of the US and global economy has run it's course. When it has, with hyperinflation and devaluation of currencies, will be the time to broadcast the excellent position Tyhee has.
Compare this with CSM. They had been in the middle of an expansion to one of their mines, and suddenly lost a 23 million dollar loan. Equipment being unloaded and transported to the site now sits idle.... Share price fallen from about $2 to 16 cents....
We are in a much more favorable position, and TYhee is very astutely managed. now is the time for geologists to be working on the model, some very targetted follow-on drilling this winter, and steady progress towards bringing the Feasability study in.
All is good, except for the weather.
