Armies tend to be complete money traps. I remember reading a report back in the 1980's by SIPRI (Swedish International Peace Research Institute) when I was more of a peacenik than I am now. Essentially, High tech toys that are not being used for productivity are a financial drain. Soldiers themselves don't contribute to the economy (although if they get paid, they certainly participate in it). The figure then was 8 jobs could be created in the civilian sector for every one in the military. I'm sure that number has gone up, because armaments haven't gotten any cheaper.
The only ones happier with a massive military are Lockheed Martin and the other suppliers.
The army will certainly solve everything. I'm sure they're experts at producing cars and cheap goods to compete with foreign nations.
