OK, Tyheans, I've found the new presentation given on 16/17 Oct 2008 to MVLWB. It gives a new timeline chart to replace the one from the 2004? variant, before the decision to go to open pit & underground, and having to restart the EA.

I would take slide 16 of 53 as the baseline, note that preconstruction activies are time-locked due to winter road (Feb March only), so that construction starts at thaw in May, 2011.
There are at least two key factors that change these timelines, and I assume that financing is NOT a problem.
1. A permanent road, replacign the "alternate winter road" route for the diamond mines, as discussed, would free up the pre-construction activities and possible move things LEFT.
2. Delays in getting the DAR through to permits signed, as DW has said, are the area where delays can occur.
Given all of this, as we get closer to the September? timeframe for DAR submission, I would hope to see some advance work on mine design once the WInter Lake tailings decision is made. Because once they can nail down the design of the mine, they could study where some advane work for the mine construction could be done, with permissions as required, such that when construction starts, surveying may be in place, areas to drill and blast for construction mapped out and contracts ready to go etc.
We are going to build this mine, and this slideshow is an advance look at what the DAR will look like.
I am personally going to print this timeline out and keep an eye on each of those benchmarks. They WILL slide to the right, here and there, but many KEY MILESTONES can be tracked. Each one achieved is a solid step out of the junior exploration realm (we've left) and through the development stage into being a PRODUCER at just the right time.
