I'm a Canadian and live in Canada, however, if I was living in the U.S. and had concerns I would call or send an e-mail to the National Mining Association and ask their opinion, and contact the office of the Congressman who sponsored the bill and perhaps one of the co-sponsors (notice where it says in red on the page, Overview, Sponsor etc.) and ask them to explain. A person will be getting info. from different sources but at least straight from the horse's mouth . . . so to speak.
