The regulatory framework in NWT has tightened up in regard to environmental standards, due to a series of environmental messes left behind by previous gold mines. This can lead to longer timelines for permits and increased costs for clean up deposits and mine closure commitments. HOWEVER, the upside of the legislatve/administrative process is that once approvals are obtained, they won't be overturned or yanked back at the whim of the government, that is to say that the geopolitical risk is very low. So reason number 4 is longer timelines and increased costs for permit process.
