I just got off the line (Skype) with someone at NIA ("John"). I stated my confusion*. He attempted to answer my question. He failed. I gave him my email address, restated my question, and he said that the "editor" would get back to me. I then asked for the name of the editor, and he hung up the phone.

Now there's at least one more person confused besides us. That person is "John" at NIA.
