I think you can buy them through Scottrade. Just tell them you want to buy them off the TSX. It costs about $27 per transaction rather than the $7 off the US exchanges. I used to only be able to buy them off of the TSX thru Scottrade and then they switched them all to US exchanges, but I think you can still buy TSX shares thru Scottrade. Give them a call.
