Baires - my interpretation:

1) Since Major ONE lasted 7.5 years and Major THREE is supposed to be longer and stronger, I would presume it will peak more than 4.5 years from now (3 years have already passed since the beginning of THREE)

2) EW/ Field followers know that there will likely be 5 waves total. I presume that's where his $10K price comes in - the end of Major FIVE.

I neither support nor reject this. It's simply my interpretation of his position.
