This Fraser Institute February 2016 report entitled "Permit Times for Mining Exploration: How Long Are They?" makes me wonder whether the issue is not whether permitting in NWT is possible, but rather how competitive NWT is relative to other jurisdictions. (Note the line "Only in Ontario and Northwest Territories did less than 80 percent of respondents indicate that they were highly confident or confident that they would be granted the necessary permits.") Perceptions of reality may matter as much as reality itself, in terms of investor support and lender support.

Plainly, my money is on Tyhee. But, I wonder whether other investors and lenders are looking for lower hanging fruit.
