There has been lots of talk (and a bit of action) by Western Areas (WSA) to develop some critical mass in Canada. Hudbay, followed by a number of nickel/copper resource juniors would be entirely plausible. They are already so keen they drilled part of INI's LL property for them.(mistakenly). But, I believe they and others will eventually be here and VMS will find its mineral value become quite liquid.
