They cant and they didnt. If you read the report the last transaction  was August 3rd. Wasnt it halted on Aug 7th. Buy the way did the last trasaction took down the warrants. So I guess they didnt expect the stock to be halted or they would have waited until the stock was back trading again. Guess the insiders didnt have info that the outsiders didnt have
