Don't know where you are hearing "refinery deals". The last article I read from the Libyan NOC was that they would not be releasing the final refinery tender until Dec 9th. Don't know about Tunisia but I would think that unless things have changed a Libyan Refinery deal will not be part of any NR. Hope I am wrong.
