To answer your questions, WWF is not bidding on a project, WWF is going and working with NOC to build their own Refinery.  You are correct any company can go and build a Refinery but none of the majors are interested in that... they all are after oil fields...  

As for SK, that division if I understand correctly goes and builds the Refineries, as a third party contractor.   

As for why they are off the website, I have no idea... I will call the company to see why there are off...
