Question for forum

The news release of Jan. 08 stated that Libyan NOC asked for a formal proposal for a stand alone refinery. I believe that letter was dated Sept. 21/07. The CNR of DEC. 21/07 said Winfield did not have written prove of the request from NOC. Am i missing something here. As we would have had a letter dated sept 21/07 as proof.

Now I know this would not have been available at the time of the original NR but we should have been able to use it as proof that NOC had asked for a proposal
