Smelter and refinery

According to the author of the article - Christina Corbett, the 8 billion is for both smelter and refinery. I emailed her awhile ago, and at the time of the article no company had been selected to construct the refinery.
As guessing goes, MF is probably doing a presentation with KBC to NOC for the oil refinery.
