Without getting into a detailed interpretation of the COB requirements I'd suggest that history points to the likelihood that the X will apply the most stringent reading of the rules wher WWF is involved. "Fairness" in this regard appears to be a relative rather than an absolute concept.

I'd rather expect a COB and have none and a pleasant surprise than the other way about...the X has dished us up too many of the latter for me to expect the former.
