Canadian company to invest 4.7 billion euros in Mauritania

The Mauritanian government awarded the contract for the construction of a 300,000 bpd oil refinery to Canadian company Winfield Resources Ltd, AFP reported on Thursday (February 21st). The refinery is part of a larger 4.7 billion euro investment programme, which also calls for the construction of a seawater desalination plant and an electric power plant.

I find it interesting that the dollar amount is in Euros. Does that mean the money is coming from a country out of europe? Does anyone know where foley flew off to this week?
