his news is interesting and very positive; however, given the past history of these types of news releases, one must ask several questions:

1) What form did the approval take? Is it verbal? Is it contractual? Can this contract be made public? Will we hear any sort of announcement from the Libyan government? What about the "decree"?

The approval and decree took a form that forced the X to allow their release - you've gotta know that if this is the case it's ironclad, carved in stone, and accompanied by a signed and sealed letter from the pope atesting to its authenticity...said letter being signed in blood

2) The feedstock source is obviously essentially to the operation of the plant. Why build a plant if there's nothing to process? Does Libya regulate/nationalize its oil supplies? Will the government be able to dictate the pricing through its monopoly on the feedstock?

already addressed in a previous nr - half the crude committed by the NOC the other half to come from a second north [african source?] to create the proper blend. The NOC/Libyan government control the oil supply in the country...they want the refinery built to convert oil to $ and to build an economy

3) An acceptable site and long-term financing... not too worried about either of these... I have faith that there will banks lining up to provide financing for such a project in a relatively closed country.

Financing? How much do you want? Sure you can't handle a little more???
