You do not say you are going to build oil refineries if you have no oil or money.

The Libyan Foreign Investment Authority does not give you approval for a $7 Billion dollar refinery if you can not prove to them that you have money and an oil supply among other things.

In my opinion...the money is available and we have access.

I wouldn't wait too long to hop on this exciting ride. No pumping intended...i am just putting some thoughts to text.
