The fact that Libya has given us a license to built a refinery is huge . This has never be granted before . We are awaiting a contract for the lease land to build the refinery on The land has all ready been chosen.

With the financial upheaval world wide it could be hard to get the money, but remember that these countries are floating in oil money and they want to invest it.
