If you read the last paragraph..

The refinery, located near the Tunisian border, is expected to process local crude into diesel for export to Europe and gasoline for the US, and boost the country's refinery capacity to nearly 600,000 b/d.

I'm reading this to mean that this is just the beginning of projects in the area. They are apparently looking to expand refineries in the area and hopefully we are one of the companies that they will consider.
