there is no cash, no A/R, may be A/P for feasibility studies and signage around the refinery site, maybe a couple of assets for the licences.

if WWf is of interest to your wordly deep pockets, why not kick in to the PP to close the issue on cash. how about coughing up $10k that is badly needed right now.
