I think there are some exceptions to the 'flowing poorly'. There have been a number of posts that clearly show Libya is not short of $$$. of all the countries in th eworld, Libya ahs more cash then most, and we know exactly where they want to spend it...on the development of Libya.

We know MF has a darn good relationship with Libya NOC. someone posted that he is staying a little longer... that to me is a good sign. It is not likely that he staying because of the good food.

Libya NOC wants the Ras Lanuf site developed, nothing new there.

Will a feasibility study be required for NOC to find Libyian financing...not likely. They know the WWF Ras Lanuf site sits beside an existing refinery and they have already directed thier infrastructure to supply the site.
