Yes it does... it seems that Libya is one of the few countries around the world that is not effective by the world economic downturn... WWF Refinery in Las Ranuf, once signed, will show another growth for the country for if I remember corretly from the AGM MF mentioned that Libyan's were also interested in putting money into the refinery...
