China actually has very ambitious plans in the pebble reactor space. They have already begun construction on the first of such reactors., expected to be functional in I believe 2017. I dont have the article off hand but I believe they have plans for a minimum 30 more reactors. Each reactor required about 3 tonnes of graphite for commissioning and an addtional 100 tonnes per year.
