That number in LT's example would be the lowest value of the property. What someone would pay for that value is another number. No one will pay 100% of the NPV. However the numbers presented even the 'conservative' ones are quite staggering. I really don't see cost as a unknown here, just the selling price and some verification of it. If that can be known publicly as opposses to privately then the new game starts.
