Aside from dealing with muskeg, blackflies and the permitting process there isn't much similarity between the projects. We seem to be managing things much better on the FN front than in the ROF and resource development doesn't have to be adveserial but it will involve negotiations. Right now every negotiation becomes a one off. I was taught very early on in my career that mining can operate in just about any environment as long as it was predicable. That way companies can predict their costs and manage accordingly. Thats what the Framework Agreement would help with.
