Moving the overburden is a function of equipment size, ground and water conditions, permitting and MONEY. Change the size and quantity of equipment (lots of contractors with heavy equipment to put to work these days), add cash and the duration drops. So I'm not so concerned that it couldn't be done but LOTs of details are missing that would support it being a sound idea. So we wait to see what details are fed to us mushrooms.
