i think that they're both the same, but there seems to be some confusion on that.

even the green team has to give us an option to vote against them. that's the whole purpose of voting. to have an option to do one of several things. therefore it would be redundant to have two control numbers. if my yellow package doesn't come, i should be able to vote for the new board even on the green card. and if the yellow doesn't arrive, i'll use the green control number to vote yellow online.
