"If Zen & Trebor had to get Health Canada approval to get their mask to market. How did these other masks get into Quebec? Did they have HC approval?

The company which sold these masks is  from a comapny in Quebec.The masks were made in China.Since they were not identified as medical grade masks,they did not need HC approval.
