No manipulation.  Very thinly traded.  Blind trading.  The jump to 30¢ was the anomaly.  Probably just one buyer.  Others figure they probably don't have to pay that much.  No more buying there (for now) so it's falling back to where it has been trading for quite a while -- ~20¢ (and lower).
