One of the posters on here said it IS possible to set one up at a US Scotiabank location.  When I was working in Maine this spring I thought about it but the nearest location was nearly 3hrs drive and I couldn't reach them by phone to set up an appt.  My stepdaughter lives in BC, however, so I may try to set up an account with her with me funding it.  I'll keep you posted.
